Is Your Tourism Business Ready for Plan 14? A Decision Checklist

Independent analysis · Draft-policy contextLast reviewed: 4 October 2026

Plan 14 is still a draft and creates no direct compliance obligation for companies. Readiness here means something more useful: knowing which policy signals touch your business, what evidence you have, and what you will do next.

This is Regenera Thailand’s independent, implementation-oriented analysis. It is not an official NESDC summary, legal advice or endorsement, and implies no appointment or partnership with any agency cited.

The readiness sequence

Seven steps, in order. Skipping straight to a pilot without the earlier steps is how activity gets mistaken for impact.

  1. 01

    Strategy

Which Plan 14 and TAT 2027 signals affect your markets, buyers and licence to operate?

  2. 02

    Dependencies & impacts

Which natural and social assets does your value depend on, and where do you add pressure?

  3. 03

    Operations

Water, energy, waste, procurement and visitor flows — at property or product level.

  4. 04

    Local value

How much spend, employment and partnership stays in the place, and with whom?

  5. 05

    Evidence

What is planned, observed, measured or independently verified?

  6. 06

    Governance & claims

Who approves sustainability claims, and do they match the evidence?

  7. 07

    Pilot

One bounded, measurable action with an owner and a review decision.

Questions people ask

Does Plan 14 require hotels to do anything?

The draft plan sets national direction and does not itself create direct obligations for hotels. Specific requirements, if any, would come through later laws, regulations or programmes.

What should a tourism business start with now?

Map which signals matter to your markets, identify nature and community dependencies, check your current claims against evidence and pick one bounded action to test.

Does Regenera make my business Plan 14 compliant?

No. Plan 14 is a draft national plan, not a compliance standard. We help you prepare practically and organise evidence; we do not certify or provide legal advice.
