Why destination outcomes need joined-up management
Natural assets
Beaches, reefs, mangroves and hills are shared assets used by many businesses and residents.
Water & waste
Visitor peaks place load on systems planned for residents; decisions in one sector affect another.
Mobility & visitor management
Congestion and site pressure are outcomes of many separate decisions.
Local economic value
Visitor numbers and local income do not move together automatically.
Community legitimacy
Programmes without local voice and consent tend not to last.
Data & evidence
Without shared indicators, each actor measures its own activity and nobody sees the outcome.
Global reference points
GSTC Destination Standard
GSTC’s destination criteria cover sustainable management, socio-economic, cultural and environmental sustainability. They are a widely used global reference for destination management.
Phuket assessment
GSTC conducted a Destination Assessment of Phuket from October 2024 to September 2025, giving an overview of good practices and risk areas across those four pillars. See the GSTC source for its findings.
National direction
The draft Plan 14 and TAT’s 2027 direction both emphasise sustainability, value over volume and better use of data — signals relevant to every major tourism province.

Is Phuket an official Plan 14 pilot?
Not that we are aware of, and Regenera does not claim so. We use Phuket as a working context because tourism intensity and interconnected place pressures make policy-to-practice questions concrete.
Does the GSTC assessment mean Phuket is certified?
No. A GSTC Destination Assessment provides an overview of good practices and risk areas against the Destination Standard; it is not a certification.
What can a provincial tourism team do now?
Agree a small shared set of outcomes across agencies and partners, identify existing data, and test one joined-up action with a clear owner and review date.
